ENE-APURÍMAC-HUALLAGA
Status: Not democratic.
Structure: Military state.
Governing party: Sendero Luminoso (officially, Partido Comunista del Perú).
Head of government: Víctor Quispe Palomino (Camarada José).
Assessment: A formerly-dying Máoist insurgency, once in control of much of recognized Perú. It still holds some power, and, after significant military defeats under the Peruano government of Alberto Fujimori (1990-2000), it experienced a rejuvenation under the more liberal policies of Alejandro Toledo (2001-6). Political leader Abimael Guzmán was captured in 1992, three commanders were captured between 2000 and 2003, and overall field commander Florindo Eleuterio Flores Hala (Artemio) was captured in 2012.
