Head of government: Axmed Maxamed Islaam (Madobe), president.
Assessment: Newer self-governing territory, though officially supportive of the federal institutions. One of many smaller states that emerged following the years of warfare after the collapse of the Soomaali régime of Maxamed Siyaad Bare in 1991. The present state was established by the Raaskaamboni movement in 2010 as Azaaniya, and first led by Maxamed Cabdi Maxamed (Gandhi). It captured Kismaayo from Alshabaab, the main government in southern Soomaaliya, in 2012. In 2014, the state suspended its participation in the federal structure for Soomaaliya, over the recognition of a competing state in areas claimed by Jubbaland, Koonfur-Galbeed Soomaaliya; an agreement to integrate the two was reached late in the year. The state controls parts of the Jubba gobolada (Jubbada Hoose, Jubbada Dhexe, Gedo), but not much of the Jubba Valley itself, which is controlled by Alshabaab.
